Kazakhstan launched an Emission Trading Scheme to establish a national price on carbon. After the trial year 2013, the system saw its first compliance period in 2014-15. To prepare companies for what’s coming, help Kazakhstan learn from the mistakes made in Europe and inform business of the opportunities which emission trading brings, RVO launched a training programme for the public and private sector in Kazakhstan.

The private sector trainings were supported by experts from both Kazakhstan and the Netherlands, including the Ministry of Environment of Kazakhstan, KAZNIIEK (the Kazakhstan Coordination Center on Climate Change), Vadim Ni, the Dutch Emissions Authority, ABN AMRO Bank, MARKIT (a carbon registry supplier) the eurasian Exchange, KazSEFF (an EBRD energy efficiency programme).
The main project outcomes:
- a study tour for private and public sector representatives participating in ETS (Ministry for Environment, KazNIIEK) from Kazakhstan to the Netherlands,
- a seminar in Kazakhstan for ministries and associated agencies in support of the implementation and operation of the scheme,
- trainings for the private sector in Kazakhstan with a compliance position under the future ETS and service companies that can support the ETS.
